Should eat her meal before or after a workout?

The answer is "it depends". It depends on what the food is, when you are working out, what sort of workout it is - whether it's weight or cardio or both, intensity of the workout, your goal in the gym and current diet.

But generally speaking, low to moderate intensity cardio is better on empty stomach - preferably before breakfast, cardio-strength training or intervals can be done either way although a post workout shake is good idea, and since fuel for weights is glycogen it's good to have a fast-releasing carb and protein before workout and possibly one after as well.

The scheme of things will depend on the big picture! What are you exactly trying to achieve?!
